In light of the National General University PE Instruction Guideline presented by National Education Ministry, this thesis paper adopts the means of literature-accumulating, poll-investigating, mathematics-counting as well as experiment-contrasting and pursue an experimental study on the keep-fitness reform of skating teaching so as to enhance the teaching efficiency and better the result.

This paper discusses the connotation,environment and system of the body-building culture constructing,and some rule of constructing should be followed in the process also be discussed.

The results show that three implications,the origin of human body,the spirit of human,the respiration of human,are included in the "Qi" in the body-building culture by Taijiquan.

Based on "theory of climbing" and "system theory",the paper puts forward the concept of leisure sports resources binding effect,and then analyzes the influential factors,mechanisms and rules of dynamic changes,through which leisure sports resources bind fitness popularization.

The results show that the "mind" in the body-building culture by Taijiquan stress on it s thought and consciousness.
