（1）城市规划公布实施制度。《城市规划法》第二十八条规定：“城市规划经批准后，城市人民政府应当公布。”
（2）申请制度。《城市规划法》第三十一条、第三十二条规定，城市规划区内的建设用地和各项建设工程必须向城市规划行政主管部门提出申请。
（3）许可证制度，即“一书两证”制度。《城市规划法》第三十条、第三十一条、第三十二条规定：“设计任务报请批准时，必须附有城市规划行政主管部门的选址意见书。”“建设单位或个人在取得建设用地规划许可证后，建设单位或者个人在取得建设用地规划许可证后，方可向县级以上人民政府土地管理部门申请用地。”“建设单位或者个人在取得建设工程规划许可证件和其它有关批准文件后，方可申请办理开工手续。”
（4）监督检查制度。《城市规划法》第三十七条规定：“城市规划行政主管部门有权对城市规划区内的建设工程是否符合规划要求进行检查。”
（5）竣工资料报送制度。《城市规划法》第三十八条规定：“城市规划行政主管部门可以参加城市规划区内重要建设工程的竣工验收。城市规划区内的建设工程，建设单位应当在竣工验收后六个月内向城市规划行政主管部门报送有关竣工资料。”
