金税工程的全称是全国增值税专用发票计算机稽核网络系统，是吸取国际先进经验，运用高科技手段结合我国增值税管理实际设计的高科技管理系统。该系统由一个网络、四个系统构成。一个网络是指总局、省、地、县 四级计算机网络；四个系统是指增值税防伪税控开票子系统、防伪税控认 证子系统、增值税交叉稽核子系统和发票协查子系统。金税工程实际是上是利用覆盖全国税务机关的计算机网络对增值税专用发票和企业纳税状况 进行严密监控的一个体系。增值税防伪税控系统是利用数字密码和电子储 存技术，强化增值税专用发票防伪功能，实现对一般纳税人税源监控的计算机管理系统，也是金税工程的重要组成部分。
