中国服装工业最高科研设计机构。1982年 2月10日由国家经济委员会批准组建。1986年12月 1日根据国务院决定由轻工业部划归纺织工业部领导管理。中心的主要任务是：研究设计服装新产品；研究服装衣料、辅料、设备、工艺、标准和包装装潢；研究中外服装发展史、基础理论、人体工程、企业现代化管理、发展战略、服装流行趋势；进行国内外服装科技交流与出版，以及服装科技人才的组织培训等工作。1985年以来，中心逐步推出许多新产品，开始每年两次发布中国服装流行趋势，并参与组织全国服装设计"金剪奖"大赛。1985年 7月1日开始出版《中国服装》杂志,向国内外发行。中心已与法国、美国、意大利、日本、香港等国家和地区的著名服装组织、商社、科研单位建立了合作关系，组织参加了巴黎、纽约、香港等国际时装博览会，并与国际科研机构进行了科研成果和技术交流。中心于1987年聘请法国服装设计大师Y.S.洛朗为高级服装艺术顾问，聘请香港纺织联合会主席陈瑞球为顾问。
