4、不符合国家基本建设程序要求和不按照城市规划管理审批程序要求而进行的建设用地项目和各项建设项目；

6、未获得城市建设用地规划许可证和不按照建设用地规划许可证要求而进行建设的城市建设用地；
7、未获得城市建设工程规划许可证和不按照建设工程规划许可证要求而进行施工的各项建设项目；
8、城市建设用地规划许可证被吊销之后仍在建设用地和建设工程规划许可证被吊销之后仍在施工的各项建设项目；
9、获得临时用地规划许可证和临时建设许可证而进行建设的半永久性建设项目；
10、一切不符合城市规划要求而擅自进行建设的建设用地和建设项目。
