0 引言
风力发电装置最关键、最核心的部分是转子叶片，叶片的设计和采用的材料决定风力发电装置的性能和功率；风力发电的设备被架在一根细长柱子上，顶部所承受的重量影响了设备的可靠性和安全性；受海风和海浪袭击的近海如何找到塔和塔固定承受能力的最佳方案。这些都是人们所需要解决的问题。 人们在探求一种方法，希望能构筑一种“虚拟设计”研发平台，在研制新的大型生产设备时，不必真的把设备造出来，只要在计算机里进行模拟就可以发现不足、及时修正。人们越发感到：产品如何画出来、看得到并不重要，重要的是知道产品性能如何，产品使用寿命周期如何。 计算机辅助工程（Computer Aided Engineering — CAE ）就是一种迅速发展的虚拟设计和分析技术。作为创新设计的重要手段，CAE技术已不仅仅作为科学研究的一种手段，在生产实践中也已作为必备工具普遍应用。 从应用推广层面考虑CAE技术，不可避免地要考虑到公共服务的问题。只有建立了与CAE技术相关的公共服务体系，人们才可能通过这个体系寻找到与CAE相关的符合行业特征的技术服务及其合作，从而使CAE被社会认可并普及；考虑到CAE的虚拟模拟技术正在成为与理论研究和物理实验同等重要的研究手段，有必要在扶植具有自主知识创新技术的CAE软件发展过程中，培育、推广应用，使其具有社会的认同和发展空间。
1．风力发电产业需要创新技术
风能是目前可实现大规模产业化开发的可再生能源，风电有较强市场竞争力。近年来，世界风电装机以年平均30％以上的速度高速发展，技术日渐成熟、单机容量不断增加、发电成本不断下降。到2002年底全球装机容量达到3200万千瓦，西方发达国家的发展动机是：①承诺二氧化碳的减排义务；②占领未来能源技术的领先地位，并形成新型产业。我国经十多年的发展，2004年底装机容量68万千瓦，年发电量10多亿kWh。尽管我国已掌握750千瓦风电机组的制造能力，具备了生产600、750千瓦机组的能力，但所需兆瓦级风力发电设备完全依赖进口。
