中国人民解放军高级指挥员。湖南省长沙县金井人。1925年参加农民运动。1927年 1月加入中国共产党。后被派往武昌国民革命军第二方面军总指挥部警卫团任排长，参加湘赣边秋收起义，随队上井冈山。曾任中国工农红军团军需处处长，第一方面军司令部副官长兼总经理处处长。在国民党军对中央苏区进行反复“围剿”的困难环境中，领导后勤部门保证了部队的运输和供应。他参加长征到达陕北后，任中央革命军事委员会兵站部部长兼政治委员。第一方面军东征回师陕北时，组织船只,在敌人严密封锁的200余里长的黄河沿岸，接应部队安全过河，受到西北革命军事委员会主席毛泽东的嘉奖。抗日战争时期，任八路军兵站部部长兼政治委员、八路军副参谋长兼后勤部部长，中共晋冀鲁豫中央局常务委员兼经济部部长。坚决执行自力更生政策，领导军工生产,研制武器弹药,在敌后创办被服厂、纺织厂和制药厂等。解放战争时期,任晋冀鲁豫军政联合办事处主任,华北财经办事处副主任，中共中央军事委员会总后勤部部长兼华北军区外线司令，曾协助刘少奇制定兵工生产计划。淮海战役前夕,到山东参与部署战役后勤工作,组织从大连到胶东的海路运输。中华人民共和国成立后，任人民解放军总后勤部部长兼中央人民政府食品工业部部长，人民解放军财务部部长，致力于统一军队供给制度和后勤工作建设。1954年 6月，因病去苏联莫斯科就医，11月28日逝世。孙志渊
