The utilization ratio of the periodical can reflect the scientific value of the periodical objectively,this text has taken Hebei Polytechnic University as an example and introduced the research approach to each kind of periodical utilization ratio,and has analyzed in detail the utilization ratio situation of some clasified periodicals inside the library.

In China, the emergence and development of bilingual periodicals, with their mixed Chinese and foreign audiences, makes a breakthrough in the globalization of Chinese periodicals.

On the basis of the statistics and analysis of the essays published in journals in foreign studies in 2000 and their cited works, Foreign Language Teaching and Research is revealed to dominate the quality in that the essays in it represent the highest level of the academic study in foreign studies.

This paper makes a comparison and analysis of Chinese linguistics periodicals published between 2004 and 2006 in terms of their documentary reprinting ratio and web-downloaded rate as two indicators,which helps provide an objective evaluation of the academic quality of these linguistics periodicals.
