biaOZhun xitong guan}1 yUanli标准系统管理原理(mar网犷mentpnn eiplesofs加田d山月system)标准系统是人造系统。这个系统建成之后，不能一劳永逸，需要对它进行管理和调整，才能保持同环境的适应性。在标准化的初期，标准系统尚不完备，工作重心放在数量的增加上，标准系统的管理问题并不突出。到了为世纪即年代，多数国家的工业标准化都经历了50年以上的数量增长期，进人完警标准系统的结构调整时期，这时的标准化工作盆心开始向以调整标准结构为主的系统管理转移。在这种客观环境下，中国标准化工作者于1986年在《中国标准化》杂志上发表了“标准系统的宏观管理原理”一文，经广泛征求意见后，编人(标准化概论)第2版。该书第3版改为“标准系统管理原理”，它包括以下4项原理和有关管理原则: 系统效应原理标准系统的效应不是直接地从每个标准本身，而是从组成该系统的互相协同的标准集合中得到的，并且这个效应超过了标准个体效应的总和。这条原理是我们对标准系统进行管理的理论墓础。由此导出标准化的工作原则:①无论是国家标准化还是企业标准化，要想收到实效，必须建立标准系统;②建立标准系统必须有一定数鱼的标准，但并不愈味着标准越多越好，关键是标准之间要互相关联、互相协调、互相适应;③制定每一项单个标准时，都必须摘清楚该标准在标准系统中所处的位置、所起的作用，以及它与相关标准之间的关系，从系统对它的要求出发，才能制定出有利于系统整体效能发挥的标准，最后形成的标准系统才能产生较好的系统效应。 结构优化原理标准系统的结构不同，其效应也会不同，只有经过优化的系统结构才能产生系统效应;标准系统的结构应按照结构与功能的关系，调整处理标准系统的阶层秩序、时间序列、数量比例以及它们的合理组合。
