按需分配，之所以叫按需分配，是和按劳分配、按资分配想比较而言的，是指分配的生活资料按人头来分，不按照贡献大小来分，不按照投资额来分。按人头来分，也不是每个人想要什么就分配什么，想要多少就分配多少，而是根据物资的数量和质量有多就多分，有少就少分；有好的就分好的，有孬的就分孬的。
例如，一个财主家里，每个人都吃面包和牛奶，想吃什么就吃什么，想吃多少就吃多少，这就是按需分配。一个穷人家里，每个人只能吃窝头，而且还受限制，大人吃俩，小孩吃一个，而这也是按需分配，不能说穷人家里不是按需分配。
