第二海水浴场东端有一处伸入海中的呷角，“花石楼”就坐落于此处。花石楼是八大关中最著名也是最有代表性的一栋别墅。它是一幢融合了西方多种建筑艺术风格的欧洲古堡式建筑，既有希腊和罗马式风格，又有哥特式建筑特色。楼门台阶下为花岗岩石尊，可用于晚间燃火照明，也可用于栽花，正面为圆形和多角形组合而成的建筑造型，十分别致。主体共5层，顶层为观海台，侧有铁尖顶。由于是用花岗岩和鹅卵石建成，故得名花石楼。楼下石阶分为2层，上层6级，下层9级，有石径通往铁栏大门，庭园内广植花木，是青岛颇具特色的著名建筑。花石楼与影视艺术也结下了许多不解之缘，电影《神圣的使命》、《白雾街凶杀案》、《总统行动》等都是在这里拍摄的内景和外景。
