唐置。在今青海巴燕县，即汉时之大小榆谷。亚以后为羌胡所据。北周逐吐谷浑，复收其地。唐时为吐蕃地。（唐书吐蕃传）九曲地宜畜牧。开元中，吐蕃赂都督杨矩，请其地为金城公主汤沐邑，矩表兴之。由是吐蕃近兴唐接，势益张，天宝十二载，哥舒翰收复故地，遂为郡县。后复没於吐蕃。（通鉴注）大小榆谷，即唐之九曲。
