【十四沿海港口城市及经济特区开发性贷款计划1它是中国人民银行对计划期14个沿海港口城市及经济特区开发贷款所作的安排。其内容包括计划期的贷款增长速度，发展规模和信贷资金投向。此项贷款主要用于十四沿海港口城市及经济特区的经济技术开发区的基础设施建设、开发资源、引进外商投资、引进和发展新技术等开发性建设项目。对经济技术开发区土地开发和基础设施的贷款实行差别利率和贴息。其范围包括:征用土地，平整场地、通路、通水、排污、通电、通讯、通气等公用设施的开发性贷款。不包括用于标准厂房建设、商品房建设和项目建设等可以通过经营盈利偿还本息的贷款。贷款期限一般为l一3年、最长可延至巧年。逾期不还的，停止补贴利息，并在固定资产贷款利率基础上加收利息。沿海港口城市及经济特区中国人民银行的年度贷款计划限额，是总行核批年度增减计划限额与当年实际可收回贷款数额之和。未经批准，不准突破限额发放贷款。
