高等学校为特定的地区或行业培养人才。1985年《中共中央关于教育体制改革的决定》指出：“为了保证边远地区及工作环境比较艰苦的行业能分配到一定数量的毕业生，应按国家招生计划的一定比例实行定向招生，到这些地方工作的毕业生待遇从优。”定向分配的学生实行定期服务制度，服务期满后可合理流动。
