短期资本流动指期限为一年以下的借贷资金，其中包括通货、活期存款、短期政府债券、商业票据、银行承兑汇票、可转让银行定期存单等。一般来讲，通货和活期存款属于货币一类，而其他种类的短期资本，如商业票据、短期政府债券等则近似货币。短期资本流动是根据投资者的意图，使用不同的工具，其主要流动形式是活期存款和具有高度流动性的90天期的国库券。短期资本流动按其动机划分，可分为贸易资本流动及投机性资本流动。贸易资本流动指由于进行对外贸易而发生的短期资金融通。这种资本流动，虽然一开始是同贸易相联系的，但不可避免地要反映在外汇市场上。投机性资本流动指利用利率差别或预期的汇率变动来牟利的资本流动。投机性资本流动主要有:①在没有外汇抵补交易下，从另一种货币谋求更高收益的资本流动。②对暂时性的汇率变动作出反应的资本流动。③预测汇率将有永久性变化的资本流动。④与贸易有关的投机性资本流动，即通常称为超前与滞后结汇。投机性资本流动由两个因素所致:一是各国货币汇率的对比;二是各国相对的利率水平，在两国短期利率发生差异的情况下，将资金由利率较低的国家移到利率较高的国家
