The author try to use the Delphi and AHP method to construct the evaluation model of its main elements and index system,to use the comprehensive factor analysis method to carry out the quantitative evaluation on main elements of Ireland ICT innovation cluster,to some degree,the evaluation results can reflect the status of the cluster,which show that the model and its evalu.
