法国政府和电信与信息系统公司共同投资建设并由该公司的子公司"奎斯太"(Questel) 经营管理的国家科学技术情报计算机检索中心系统。1979年 6月建成,9月投入运行,翌年1月提供全面服务。当时的投资为1800万法郎。1986年资金达8亿法郎。
这个检索中心位于尼斯附近的瓦勒邦镇。1986年,该系统的工作主机是两台IBM3083计算机,内存为32兆字节,磁盘容量为70千兆字节。该系统原使用 Questel文献检索软件,1986年改用新版QUESTEL plus全文检索软件。同年,原图形检索软件DARC系统更新,采用图形或文本方式，输入化学结构式或分子式，便可检索美国化学文摘数据库化合物。该系统有60多个数据库，存储6000多万条记录，年更新 500多万条记录。内容涉及专利、化学、医学、科学与技术、商业、商标、新闻、政府、法律和名录等。
