淮安市古黄河生态民俗园位于淮安市西北部，黄河故道南侧，东西长2800米，南北长480米，现有土地1716亩。其间沟壑纵横，乔林掩映，自然生态及原生地形地貌独具魅力，梨树、桃树等投产果树达56.8公顷，计2万余株，其它各类乔木10余万株。每当春暖花开之际，万花竞放，芳草如茵；金秋时节，硕果满枝，繁盛可观，桃子、李子、梨，各不相让。黄河故道在这里拐了一个弯，就像母亲的手臂，生态园就像静静底躺在母亲的怀抱里。"金明昌五年，河决阳武，南趋合泗，历鱼台，经徐邳至清口合淮，经安东之梯关入海"以来，古黄河流经淮安已达800年之久，形成了深厚的文化积淀和许多优美的传说。
1995年，市委、市政府着眼于反映黄河民俗文化，体现黄河流域生态，经省政府批准，将原清江果园由清河区整建制划归市建设局管理，其土地纳入城市公共绿地，规划3-5年建成大型综合性公园。规划以原清江果园为依托，北枕黄河故道，建设融生态观赏、民俗游览为一体的"可行、可游、可居"的现代开放式生态民俗园。规划为四大景区，即：以我国大众文化桃文化为主题的第一景区"桃花坞景区"；以丰富的乔木和地形地貌为依托、凸现"生态""原朴"主题的第二景区"生态观光园"；以各类植物、花卉为生态主题的第三景区"植物花卉园景区"；以与人类共存的各种动物为主题的第四景区"野生动物景区"。经过几年筹建，生态民俗园已初步建成并对外开放占地270亩的桃花坞景区，占地400亩的生态观光园景区，植物花卉园景区和野生动物园景区亦在规划建设之中。四大功能景区待进一步完善配套设施和项目后，将建成淮安独具特色、功能齐全的景区和窗口。
古黄河生态民俗园现有职工501名（在职职工292名，离退休职工209名）。下辖桃花坞公园、生态观光园、大地花木公司、园林绿化工程公司、时代花卉有限公司、淮阴市种禽养殖场等经济实体。
