This paper aims to study the official system in 3 parts,which includes the system of the organizations officials post and rank,its setting and raising;the system of the court painters “changing official” and “wearing fish”;the system of the court painters “outcourt appointment” and “business trip”.

As the most important and sensitive part of the New Politics in the late Qing Dynasty, the bureaucracy reformation inevitably gave rise to complex contradiction ,conflict and antithesis among all political forces because it related to not only the redistribution of power but also all officials immediate interest.

The bureaucracy reformation in terminal Qing Dynasty is a struggle for life before the empire s doomsday and the prelude of modernization of national system as well.
