【工伤社会保险费率的确定1工伤社会保险基金的提缴，绝大多数国家都是以企业职工的工资总额为基数，按照规定的比例缴费。在费率的确定上，主要有3种方式: 1.统一费率制。即按照法定统筹范围内的预测开支需求，与相同范围内企业的工资总额相比较，求出一个总的工伤保险费率，所有企业都按这一比例缴费。这种方式是在最大可能的范围内平均分散工伤风险，不考虑行业与企业工伤实际风险的差别。目前世界上110多个实行工伤保险的国家中，约有37%的采用此制度。 2.差别费率制。即对单个企业或某一行业单独确定工伤保险费的提缴比例。差别费率的确定，主要是根据对各行业或企业单位时间上的伤亡事故和职业病统计，以及工伤费用需求的预测而定。此种方式的目的是要在工伤保险基金的分担上，体现对不同工伤事故发生率的企业、行业，实行差别性的负担，以保证该行业、企业工伤保险基金的收付平衡，并适当促进其改进劳动安全保护措施，降低工伤赔付成本。目前世界各国实行此种费率者约占30%。实行差别费率时所依据的工伤事故和职业病频率的统计分析指标，主要有以下几种: (l)工伤事故发生次数。是指单位时间上(一般是一年)某行业或企业发生工伤事故的次数总和。本指标说明工伤事故的发生频率和劳动保护安全制度的总效应。 (2)因工负伤总人数。是指单位时间上因工伤残、死亡的人数之和，即单个劳动者在一定时间内不论发生几次工伤事故，均按一人统计，反映的是工伤事故涉及的职工人数，说明其对职工队伍正常生产能力的总体影响。 (3)因工伤残、死亡总人次数。是指单位时间上因工负伤，致残乃至死亡的累积人数与次数之和，用公式表示为: 单位时期工伤，单位时间工伤、总人次数二气总人数)‘单位时间工伤职工平均、 工伤发生次数 这一指标反映行业或企业工伤事故的总体规模，是确定差别费率的重要指标之一。 (4)工伤事故频率。是指单位时间上每千名职工因工负伤的总人次数，计算公式为: 单位时间工伤 事故频率一单位时间因工负伤总人数xl(X)0耘 这一指标是反映行业或企业职业伤害发生的强度，说明在职工总体中工伤事件发生的机率高低。 (5)工伤死亡率。是指单位时间上因工死亡的职工占工伤总人数的比例，公式为: 单位时间工伤单位时间工伤死亡人数 事故死亡率X 1000肠 这一指标反映工伤事故对职工的伤害程度，说明行业或企业工伤事故的严重程度高低。
