《基础电信协议》（AgreementonBasicTele-communications）即“《服务贸易总协定》第四议定书”，是世界贸易组织1997年4月15日谈判达成的协议，于1998年2月15日生效。《基础电信协议》适用于电信作为提供服务手段的范围。“第四议定书”本身十分简短，只规定了生效时间等程序性事项，其后所附的世界贸易组织成员关于基础电信的具体承诺减让表和《服务贸易总协定》第2条豁免清单，则是该协议的主要内容。协议的目的在于约束各成员在提供电信服务时不应以电信作为限制其它成员的服务提供者提供服务的行为，或对提供服务的行为造成障碍。在客观公正的基础上，非歧视地向世界贸易组织成员承诺部分或全部开放国内的基础电信服务市场。协议涉及的服务领域包括基础电信服务和增值电信服务。
