专门防守、单纯阻挡敌人进攻的防御。亦称专守防御、单纯防御。它不是为了转入反攻或进攻而防御，在作战行动上也不采取积极的攻势行动，从而陷入被动挨打地位,其结果根本达不到防御的目的。古今中外,凡有作为的军事家和有价值的军事著作，无不反对消极防御。毛泽东在总结中国革命战争经验时明确提出：承认积极防御，反对消极防御，这是防御作战的基本原则。"只有最愚蠢的人,或者最狂妄的人,才捧了消极防御当法宝"(《毛泽东选集》第1卷，第183页，人民出版社，1964)。持消极防御观点的人,只看到防御和进攻的表面区别,看不到攻防两者的内在联系；只看到攻防作战形式的对立，看不到在一定条件下的相互转化，把防御和进攻割裂开来，这是形而上学的观点在战争指导上的反映。
