Research on the economic growth and fluctuations of ethnic regions is of great significance to explore the relationships between the development of regional economy and the self-development of ethnic groups as well as the policies towards the different ethnic regions in the evolution of economic and social development.

On the condition of complete rational expectation, this paper gives the closed model frame of quadratic optimum in uniform macroeconomic with growth and fluctuation and educes the static factor equations of dynamic Riccati equation.
