【电子资金调拨系统E件1通过电子系统来进行户头之间的转帐及结算的方式。包括通过现金出纳机进行结算;商户自动银行业务或家庭自动银行业务以及维萨电子卡等，即在购物时能用联机实时系统立即进行结算的系统。 在美国议会中，从1983年起就对信用卡、存取卡等的电子资金转帐(EFT)进行过讨论。因为1978年美国曾经制定了电子资金转帐法(Electronic FundT玲Lnsfer Act)，其后随着电子设备的日新月异，必须对其加以修改，而成立了电子资金调拨系统国家委员会NCEFT(National Cornnussioll on Electronie Fund Trans-fer)。 该议会讨论的重点是，因电子计算机的机械性错误给存款人带来的损害，或者现金出纳机被窍用以及不正当提款等的防护问题。其它国家尚无此种立法，在议会上也未曾提出讨论过。但是，随着电子计算机犯罪的增多，对这种保护消费者立法的要求也会随之而增强。
