| 特殊教育 special education 运用特殊的方法 、设备和措施对特殊对象进行的教育。所谓特殊对象，这里是指身心有缺陷的人，即盲、聋、哑、肢残、病弱、智力落后的儿童、青少年和成人。中国政府非常重视特殊教育，它属于中国整个教育体系的一个组成部分，虽然在其任务、内容、方法、组织原则等方面与其他各类教育相异，却担负着培养社会主义年轻一代健康发展的共同使命。1951年10月 ，中央人民政府政务院在《关于改革学制的决定》中明确指出：“各级人民政府并应设立聋哑、盲童等特种学校，对生理上有缺陷的儿童、青年和成人，施以教育。”中国设立的特殊教育机构主要为盲聋哑学校、低能儿学校或低常儿童班、弱智儿童班。特殊教育广义上还兼指对超常儿童 、有品德缺陷的问题儿童和精神病儿童等的教育。从1955年7月起，为有违法和轻微犯罪行为的青少年设立了工读学校。从1978年起，陆续在中国科技大学等几所高等学校为少数超常儿童专门开办了少年班。
