中国全民所有制企业中职工群众参加企业管理，监督企业行政并进行自我教育的基本制度。1956年中国共产党第八次全国代表大会提出后，在中国企业中逐步推行。1986年发布的《全民所有制工业企业职工代表大会条例》，对其职权和组织制度等作了规定。代表大会闭幕期间，企业的工会即为常设机构。
