是指一国货币的汇率根据市场货币供求变化，任其自由涨落，各国政府和中央银行原则上不加限制，也不承担义务来维持汇率的稳定，这样的汇率就是浮动汇率制。浮动汇率制的正式采用和普遍实行，是20世纪70年代后期美元危机进一步激化后开始的。浮动汇率制按照国家是否干预外汇市场，可分为自由浮动和管理浮动。实际上，今天没有哪个国际实行完全的自由浮动，而主要发达国家都对外汇市场进行不同程度的干预。当前管理浮动汇率制的形式多种多样，可分为单独浮动和联合浮动，也有的实行钉住政策的浮动汇率制。在浮动汇率制度下，一国汇率变动受到多种因素的影响，除了经济因素经常在发生作用外，也包括政治和心理方面的因素。浮动汇率制的主要长处是防止国际游资冲击，避免爆发货币危机；有利于促进国际贸易的增长和生产的发展；有利于促进资本流动等等。缺点是经常导致外汇市场波动，不利于长期国际贸易和国际投资的进行；不利于金融市场的稳定；基金组织对汇率的监督难以奏效，国际收支不平衡状况依然得不到解决；对发展中国家更为不利。
