1910年春湖南滨湖各县水灾歉收，米价上涨，饥民涌入长沙，各家米店纷纷被抢。湖南巡抚下令镇压，民众被枪杀二十余人。数万民众愤怒捣毁巡抚衙门、银行、教堂等。外国军舰配合镇压，民众伤亡惨重。清政府后以罢免巡抚，出售平价米，平息了风潮。
