补充资料：《城市规划法》配套法规的制定
作为国家法律，《城市规划法》规定了我国城市规划、建设和发展必须遵循的基本方针、原则和程序。为了确保全面准确地贯彻实施《城市规划法》，就要求国家和地方分别制定有关实施《城市规划法》的行政法规、部门规章和地方法规、规章等，使《城市规划法》所规定的基本原则和程序具体化。本法第四十五条专门对此作出了规定。
依据《城市规划法》，制定有关的实施条例，是国务院城市规划行政主管部门的一项重要工作。根据《城市规划法》及其实施条例，国务院城市规划行政主管部门还应当制定具体实施的部门规章(如关于城市规划管理审批程序规定等)；同时国务院城市规划行政主管部门还要负责制定国家的城市规划建设标准与定额指标。
省、自治区、直辖市、省会城市和经国务院确定的较大的市，要依照法律规定，制定实施《城市规划法》的地方法规和规章；各级设市城市以及县也应根据自身的特点，制定具体的行政措施，以保证本行政辖区内《城市规划法》的顺利贯彻实施。
