1940年8月,挺进至江苏省北部沭阳、淮阴地区开辟抗日根据地的八路军第5纵队第1支队（原苏鲁豫支队），在沭阳以东高沟、杨口地区整训，准备策应新四军在苏中黄桥地区作战。9月9日晨,新安镇(今灌南)日伪军130余人进犯杨口。第1支队以一部在沿途袭扰,主力在杨口以北抗击，毙伤日伪军60余人。9月14日,新安镇、涟水等地日伪军900余人，分5路向高沟、杨口疯狂反扑，烧杀抢掠，仅在高沟以南岔庙附近,一次就残杀群众200余人。第1支队灵活运用游击战术，与敌周旋,积极寻机反击。16日，第1支队一部奇袭高沟以南的通兴庄日军,毙伤小队长以下40余人。当晚，又在杨口附近安福庄歼其一部，迫使日伪军于17日撤退。这一胜利，对打开淮海地区抗战局面有重要意义。
