This article believes that,the evolution from omnipotent governance paradigm to governance paradigm in system reforming period is affected by many factors,including economic system,social structure,current political situation and so on.
我国全能型政府治理范式的生成以及向体制转轨中政府治理范式的变迁,是经济体制、社会结构、政治时局诸多因素共同作用的产物;构建“政府主导—官民协同”的多中心社会公共事务治理范式,是我国可预见未来政府治理范式革新的目标取向。

The data of investigation of whole province slump gully is the basis, by the means of field investigation, technology of GIS; it studied the law of special distribution of slump gully erosion, the erosion characters and the governance paradigm of slump gully erosion in Fujian province.
研究结果表明:1)福建省崩岗数量多,类型全,侵蚀面积大,且分布集中,主要分布在福建的东南部和西部,其中安溪和长汀地区崩岗最为发育;2)崩岗集中分布在高程为100～800m的丘陵和低山地区、坡度为8°～25°的斜坡和陡坡地区、阳坡和半阳坡上,距居民点500～1500m之间和距河流400m以内的区域;3)影响崩岗侵蚀发育的因素很多,花岗岩母质是崩岗侵蚀发育的物质基础,其固有的岩土特性是崩岗发育的内在原因;降雨、植被覆盖等是诱发崩岗侵蚀的重要外部因素;而人类不合理的实践活动则加剧了崩岗侵蚀的发生;4)总结出崩岗侵蚀治理范式,即综合治理范式、开发利用治理范式和按崩岗形态治理范式,旨为我国南方红壤区崩岗综合治理提供科学依据。
