In the process of reforming higher engineering education in China, extensive attention has been paid to quality education, and the issue of the humanistic accomplishments of engineering students has become a highlight.

Existing problems about college education in China and countermeasures;

Starting from the targets of college education and the fundamental needs of graduates,the paper describes the importance of cultivation of students operative abilities,introduces the basic operative skills for engineering survey speciality students and the cultivation methods and ways,and offers the conditions which the guide teachers shonld have.

This article states the training objective, teaching plan and enrolment system between higher professional education and other education types, such as conventional engineering education, secondary professional technique education, higher adult education and college education.

In order to solve these problems,we must speed up questing for the paradigm of higher education discipline,consciously promote and solidify the discipline faith of higher education research,finally develop into the discipline belief.

The higher education discipline will exist,and it should exert a leading action in the open and pluralistic research in higher education.

The article reviews the process of reforms in higher education of sciences thoroughly and introduces the great achievements since Reform and Opening-up in the end of 1970s.
