This article endeavors to gain some knowledge of the reading activities of university students in science and technology,including the time spent in reading,types and sources of reading materials,and their recognition of the value of reading by means of questionnaire and observation and investigation.

On the foundation of this practice,the procuratorial power of inquisition was explained as well as the inevitability and necessity to ratio- nally construct this power,and the contents,support and control measures of which was indicated.
