基于政府间财政均衡而又不损坏区域竞争的财源动力机制的要求,在主张中国经济区由东、中、西"三大部"合纵连横为泛珠三角、泛长三角和大环渤海"三大块"区域,构建均衡性横向区域公平竞争机制与区域财政横向均衡的预算分配机制的已有研究成果的基础上,本文通过对常住人口统计中非真实因素剔除后标准人的假定与论证,试图为政府间人均财力均衡设计一种简便可行的均等化分配模型,做到在促进效率提高的前提下确保公共服务均等化。
