This article sets out from the the RMB exchange rate system s historical evolution,it has indicated some characteristics of present RMB exchange rate system,then it draws the conclusion that present RMB exchange rate system exists some question--the compulsive exchange surrender system exists flaws,the RMB lacks the elasticity,the foreign exchange market is imperfect.
本文从人民币汇率机制的历史演变的基础上出发,指明了现行人民币汇率机制存在的一些特点,进而得出了现行人民币汇率机制存在问题――强制结汇售汇存在缺陷,人民币缺乏弹性,外汇市场不完善。

【汇率机制】保持货币对外价值相对稳定的内在要素。通常包括:货币价值及汇率的确定、汇率波动的最大幅度、汇率的干预方法。例如，布雷顿森林制度下的汇率机制为美元与黄金挂钩、各国货币与美元挂钩、允许汇率波幅为平价汇率的士1%。70年代以后，各国实行浮动汇率制，有的货币实行钉住汇率，与某一货币固定比价;有的货币实行联合浮动，规定货币比价、波动幅度及干预措施。
