This paper establishes a simple model based on the economic and system conditions that embodied in Lewis model to find out the relationships of skill of labor force, mobility of labor force and income redistribution.

The significance to anti-poverty in Guizhou of promoting countryside tourism is not in direct economic benefit, but in the fact that from this starting point, the intelligence development level of laborers in Guizhou can be improved fundamentally, thus enabling them to acquire labor skills necessary to eliminate poverty.
