近代咨询机构始于英国，几乎是与英国工业革命同时诞生的。随着工业革命的兴起，最早出现的是土木建筑事务所，提供建设方面的咨询。第二次世界大战以后，由于出现复杂的社会经济问题，各国咨询机构得到迅速的发展。到80年代初,全世界已拥有各类咨询机构10000余家。其中美国有3500多家，英国有2000余家，联邦德国有2000家，法国有1000家,日本有250余家。还出现了一批国际著名的咨询机构，如国际应用系统分析研究所(IIASA)，美国的兰德公司(RAND),美国的国际斯坦福研究所(SRI)，日本的野村综合研究所(NRI)，意大利的罗马俱乐部等。
