1949年8～9月，中国人民解放军第一野战军先后解放兰州、西宁，国民党西北军政长官马步芳部主力基本被歼,军政副长官马鸿逵部4个军7万人退踞宁夏,由马鸿逵之子马敦静指挥，在南起靖远、同心，北至金积、青铜峡、灵武，布置了3道防线,企图阻止人民解放军北进。为歼灭马鸿逵部，第一野战军以第19兵团司令员杨得志、政治委员李志民率领所部,于9月初从兰州、定西、海原地区分三路向宁夏省会银川方向挺进。至15日先后解放靖远、同心、中宁等城,景泰守军骑兵第1旅投降。19日，防守中卫的马鸿逵主力第81军接受人民解放军的条件举行起义，改编为人民解放军西北独立第2军。19～21日,第19兵团分别攻占青铜峡、金积、灵武,歼灭第128军和第11军各一部。马敦静乘飞机逃跑。23日,第128军军长卢忠良投诚。当日晚，解放军进驻银川市，宁夏遂告解放。此役，共歼灭和改编国民党军4万余人,从此结束了马氏家族对宁夏数十年的封建统治。
