On the basis of analyzing the relations between logistic reform and school reform and development, this paper puts forward a point of view that logistic reform must serve and submit to school reform and development situation in terms of content, implementing procedure and reform force.

There are inner contradiction and tension between the systematic construction of modern schools and the educational ideals we pursue, which often become the possible inner “limitation” to school reform.
