城市副中心：大城市以及特大城市由于其中心区不可能满足所有人的工作、购物、文化娱乐需要，根据现状和未来发展规划，有些城市在中心区外，规划了城市副中心，使其承担了不同的城市职能。城市副中心具有综合性，有的承接旧城区部分产业转移，发挥产业改造升级功能，有的功能定位以科研教育、服务业、休闲旅游功能为主导，有的则是城市工业区、居住区，基本能够满足人们的日常生活、文化娱乐和工作需求。
