正面上手发飘球指采用正面上手的形式，发出球不旋转、不规则地飘晃飞行的一种发球方法。由于面对球网，便于观察对方接发球的情况 。
动作方法：以右手为例，队员面对球网，两脚前后自然开立，左脚在前，左手托球于身前，用抬臂和手掌的平托上送，将球平稳地垂直抛于右肩前上方，高度略低。在左手抛球的同时，右臂抬起，屈肘后引，肘与肩平，上体稍向右转。击球前，臂自后向前做直线挥动。击球时，五指并拢，手腕稍后仰，用掌跟平面击球的后下部，作用力通过球体重心。击球瞬间手指、手腕紧张，手型固定，不加推压动作，手臂并有突停动作。其技术要点在于抛球，直线挥臂，短促击球，作用力通过球体重心。
