The arrangement that the sixth proposal of Jus Rerem stipulates special provisions of ownership acquisition by a chapter is very good,however,this thesis think that the provisions about preoccupation,ownership acquisition of currency and negotiable security and acquisitive prescription should be added that chapter,and the provisions about accession in the previous proposals should be retained.

Marine reclamation belongs to the action of real right; the attribution of marine reclamation land is juristically so-called accession in civil law; the land produced in marine reclamation is state-owned.

Nowaday, disputes about accession is increasing, butbecause of depletion of legislation, judges seldom apply accession rules to relove thedisputes so that it is much waste of social resource.
