国际技术贸易不同国家的企业、经济组织或个人之间.按一般商业条件转让技术使用权的一种行为。是国际技术转让的一种形式。按技术的流动方向，技术贸易可分为技术输出和技术引进两个方面。按技术的存在形式，技术贸易又可分为包含创新技术的成套设备(包括设备器材)的买卖和许可证贸易两大类。前者又称“硬件”交易.后者又称’‘软件”交易。软件交易是指技术诀窍、发明专利使用权和商标使用权的买卖。在工业发达国家之间，技术贸易的主要内容是许可证贸易;而在工业发达国家与发展中国家之间，主要是成套设备的买卖。有时在一笔交易中同时包括两者。一国通过技术贸易买进先进技术，可以节省研究试制产品的投资和自行摸索创造的时间。20世纪60年代以来，国际间的技术贸易，首先是工业发达国家之间的技术贸易迅速发展。发展中国家为了迅速改变科学技术的落后状况和发展本国经济，也日益注意从国外引进新技术。
