岗位责任制 personal responsibility,system of 以工作责任制为基础具体规定行政和生产部门中各类人员和各工作岗位的职、权、责、利关系的制度。又称岗位负责制。目的是为使每个生产、管理等部门,每个工作人员,有明确的权限和责任,分工协作,各司其职,建立合理的、有效率的生产和工作秩序。岗位责任制要求在明确划分职、权、责、利的同时,制定切实可行的考核、奖惩制度,在考核的基础上,赏功罚过,有升有降,对成绩显著者可给予精神和物质鼓励,并以此作为提职提级的主要依据。岗位责任制主要有以下3种:各行政工作人员的责任制;各职能科室和职能人员的责任制;工人岗位责任制。岗位责任制包括下列7项内容:职位名称(职称);职位内容(工作性质、数量和质量等);技术复杂难易程度;工作权限;责任大小;任职资格;服务报酬。实行岗位责任制有利于克服官僚主义,提高行政和生产效率,改变人浮于事、相互扯皮、相互推诿和无人负责的现象,有利于工作人员各司其职,各负其责,各展其能。 |
