This dissertation mainly refers to the training mode of leaders of six foreign training colleges such as Harvard Business School and Kennedy Government School, French Ecole nationale d'administration, Singapore Civil Service College, Lee Kuan Yew School of Public Policy and LBS Na.
本论文的研究准备对哈佛大学商学院和肯尼迪政府学院、法国国立行政学院、新加坡文官学院、新加坡国立大学李光耀公共政策学院、印度拉芭斯国家行政学院等6所领导人才培训机构的设置模式和功能特色、招生制度、课程设置、师资来源、实习制度和教学方法等几个方面，对美国、法国、新加坡和印度四国个国家的领导人才培训模式加以研究，同时对国外领导人才培训的特点与发展趋势进行探讨，从一个侧面来窥视这四个国家是如何进行领导人才培训的，从而为我国领导人才的培训工作的创新提供一个国际的视角。

新加坡海军战术学院成立于1998年4月。该学院的主要任务是负责监管海军部队的所有模拟训练。
新加坡海军战术学院下辖2个战术训练中心、1个巡逻艇模拟训练中心，还有1个导弹反潜快艇模拟训练中心。1999年，该学院还引进了一磭先进的海军战术模拟训练系统。
