安全目标管理
safety objective management
onquon mUbloo guanl-安全目标管理(safety objeetive managernent) 企业在一定时期内制定的具体实施安全生产管理的安全目标，以及为实现这一目标所需进行的计划、决策、组织、协调、实施、考核等一系列工作的总称。它是依据目标管理的原则，采用现代化管理手段的一种安全生产管理的方法。它可使安全生产管理目标化、定量化，达到每个职工都明确自己的责任，激发他们做好安全生产工作的责任心和积极性。目标管理包括目标体系的制定、目标的实施、成果的评价三个阶段。安全目标包括:各类工伤事故的控制指标，经济损失指标，尘毒作业点浓度合格率控制指标，以及对日常安全生产管理工作要求的定量化指标。安全目标的实施包括:(1)对安全目标进行层层分解，使每个职工都明确自己在实现安全目标中应负的责任;(2)加强领导和管理，强化自下而上的保证体系，保证各项目标值的完成。成果的评价是按照“目标实施计划表”的要求，在所有目标实施活动已按预定要求完成后，以定的目标值为考核指标，对实际取得的成果进行评价，并将评价结果及时反馈给执行者。企业制定的安全生产管理的安全目标，要由上而下地层层分解，制定各级、各部门直至每个职工的安全目标，依靠全体职工自下而上的保证体系，最终促成企业总目标的实现。 (夏维发)
