【国际结算信用证开证行】应申请人的要求和指示开出信用证的银行。.如果开证行开出的信用证是不可撤销的信用证，则开证行必须对交来的符合信用证规定的跟单汇票承兑或付款。如申请人无力赎单，则开证行有权处理开出的信用证项下的货物;如出售货物的价款不足抵偿其垫款时，仍有权向申请人追偿其不足部分。开证行一旦对受益人或议付行付款，则不得再追索，即成为最终付款人。
