| 关税同盟 customs union 两个或两个以上国家缔结协定、建立统一的关境，在统一的关境内缔约国之间减让或取消关税，对外实行统一税率和外贸政策。关税同盟的缔约国，首先在同盟内部逐步降低以至取消关税，这有助于同盟内部社会分工的发展和商品交换的加强，以提高各缔约国的竞争能力。其次是缔约国统一对外贸易政策，统一对同盟以外各国进口商品的税率，以维护缔约各国的生产和市场，并做到在优惠或限制等方面一致对外。此外，缔约国还可以根据自己的利益，对进口商品规定差别税率，以促进需要商品的进口，限制不希望进口商品的进口数量。缔约国还可制定一些统一的保护性措施，以维护自己的利益。关税同盟的思想由19世纪德国经济学家李斯特提出，1826年成立了历史上最早的一个关税同盟——北德意志关税同盟。第二次世界大战后，在发达国家和发展中国家中，关税同盟都有所发展，在促进国际经济联系、发展国际间经济合作方面起到了一定作用。 |
