中华人民共和国成立以前，中国电工制造业曾先后由国民政府交通部、 建设委员会、 资源委员会管理。1945年5月,东北人民政府工业部成立了电器工业管理局（简称东北电工局）。1952年7月,华东人民政府工业部成立了电工局（称华东电工局）。1953年2月,中央人民政府批准成立了电器工业管理局（简称电工局），隶属于第一机械工业部，同时撤销了地区电工局。这是中华人民共和国成立后的第一个全国性的电工制造业管理机构。1956年 5月12日，成立电机制造工业部，下设电机、电器、电材3个专业管理局。1958年2月，电机制造工业部撤销，又在第一机械工业部下设第八局，并将原由第三局管理的动力机械部分（汽轮机、锅炉）也划归第八局管理。1960年10月，第一机械工业部决定从第八局中将电器专业管理机构划出成立第七局。1961年8月,七局、八局合署办公,成为七八局。1970年7月，撤销七八局建制,在第一机械工业部"生产指挥部"下设电工组。1972年10月，第一机械工业部又将电工组改为电工局。1978年，电工局更名为电工总局。1982年，机械工业部成立时,设电器工业局。1986年12月，机械委员会成立时,设电器工业局。1988年4月,撤销机械委员会，成立机械电子工业部，电工制造业管理机构更名为第一装备司。
