Through its advocacy by the principles of freedom and equality,the principle of equal opportunities,the ability difference principle,the principle of compensation for the disadvantaged,the principle of giving priority to the efficiency of the five basic principles of discourse and interpretation.

It offers practical and theoretic evidence accurately to implement inferior compensation for compulsory education in mid-area,and this research puts forwards four models to implement inferior compensation for compulsory education,which leads specific ways to the rising of compulsory education in mid-area.
